STAFF PRESENT:                S. Warner, J. Ervin

 

Deputy Clerk Warner called the meeting to order at 5:34 p.m.

 

R. Osborne indicated that he came to this meeting with the intention of making a final decision.  He pointed out that with the information provided, i.e., township elected official salary comparison sheet, list of other boards and commissions the elected officials are currently serving on that they are not being compensated for and the one’s they are being compensated for, plus a projected elected officials raises for the Supervisor, Clerk and Treasurer for the past twenty years had they received a “3%” raise each year and what they actually received has help tremendously in deriving at a recommendation.  The other Board members concurred. 

 

MOTION BY K. FLINT, SECOND BY __________________to give a 12% wage increase starting in 2008 and 2009 for all the elected positions.

 

MOTION DIED FROM LACK OF SUPPORT.

 

R. Osborne indicated that he was all for an increase but he was thinking in the range of 2.5% - 3% not 12%.

 

MOTION BY R. OSBORNE, SECOND BY___________________ to give a 3% wage increase for 2008 and a 3% wage increase for 2009 for the elected positions of Supervisor, Clerk and Treasurer.

 

MOTION DIED FROM LACK OF SUPPORT.

 

The Committee continued discussion.  John Ervin, Township Controller pointed out that during the 20-year period shown, the Clerk and Treasurer’s positions each received eleven (11) pay increases while the Supervisor’s position received seven (7).  In fact, the Supervisor’s wages decreased for six (6) years and did not see an increase for eight (8) years. 

 

J. Henry pointed out that the three full-time elected positions have not received a wage increase for the last four (4) years.

 

M. Anderson asked J. Ervin, Township Controller, what is being budgeted for other employees.

 

J. Ervin indicated that he was told to budget 2.5% to 3% for everyone including the elected officials.

 

The Committee members continued discussion regarding the wages of the Trustee position.  K. Flint was in favor of this position receiving the same percentage increase as the full-time positions, however, the other members did not agree.

 

MOTION BY J. HENRY, SECOND BY M. ANDERSON, to give a 5% wage increase beginning 2008 and another 5% wage increase-beginning 2009 for the elected position of Supervisor.

 

K. Flint indicated that she was in favor of a 6% increase for the Supervisor’s position.

 

VOICE VOTE:           MOTION CARRIED            FLINT – NO

 

MOTION BY K. FLINT, SECOND BY J. HENRY, to give a 5% wage increase beginning 2008 and another 5% wage increase-beginning 2009 for the elected positions of Clerk and Treasurer.

 

VOICE VOTE:           MOTION CARRIED UNANIMOUSLY

 

MOTIONS BY J. HENRY, SECOND BY R. OSBORN, to have the wages for the elected position of Trustee remain the same with no increase.

 

VOICE VOTE:           MOTION CARRIED            FLINT – NO

 

The Committee members held discussion regarding the mileage stipend received by the Clerk and Treasurer each paycheck because they do not have a Township vehicle assigned to them for their use.

 

John Ervin pointed out that it has been several years since the stipend was raised which he confirmed the Deputy Clerk.

 

Deputy Clerk Warner pointed out that the Supervisor does not receive the mileage stipend, however, he does not use the vehicle that is assigned to him.  In fact, Supervisor Carlton placed the vehicle back into the Township pool of cars to be used by the employees as needed.

 

MOTION BY R. OSBORNE, SECOND BY J. HENRY, beginning 2008, offer the Supervisor, Clerk and Treasurer a $2,000 gas stipend each for the use of their own vehicles on a daily basis for Township business.  Stipend to be issued once the Accounting Department receives a letter signed by the elected official at the beginning of each year indicating their choice of taking the stipend or using a Township vehicle.  They cannot have both.  Once choice is made for that year, it cannot be changed until the beginning of the next year.

 

VOICE VOTE:           MOTION CARRIED UNANIMOUSLY

 

The meeting adjourned at 6:35 p.m.
